Executive Summary
Proposed Quality Improvement for Health and Safety Policy in the institute of Tourism and Hotel Management aims to secure the health, safety, and welfare of persons at work, students in school and to protect other persons against risks to health and safety arising out of or in connection with the activities of students in school.
We conduct this study research to ensure so far is reasonably practicable the health, safety, and welfare of FEU’s students.
This study presents all major and minor problems of the issue and classified management system, methods, materials, lack of information and environment as cause of students being prone to accidents and injuries. The Problems and its effect are also graphically represented through fishbone diagram.
After presenting root causes problems of the issue, we identify and offer our recommendations and benefits to professors, students, readers and future researchers. We divide into two parts, namely “present” and “proposed”. Present section, as to describe current situation of the Health and Safety Policy of FEU and Proposed section, as to show the solution of the issue.
Followed by additional recommendations of Health and Safety Policy, We also outline the Proposed Activity in our Implementation Plan, which summarizes the activities involved the person responsible, target date and estimated budget of the proposal.
We provide sample illustrative on our Health and Safety Policy questionnaire.
We have also conducted a survey and the results are presented on the last part of this paper.

Introduction
Far Eastern University is firmly committed to the provision of a safe and healthy environment for its employees, students, contractors and the public. The University recognizes that this commitment will only be achieved with positive leadership, the provision of necessary resources and continued pursuit of best practice in occupational health and safety. The University expects every member of its community to accept personal responsibility for promoting the safety and well being of themselves and those involved in, or affected by, the University’s activities.
The policy should cover all aspects of the organization and be relevant to all employees and students inside and outside the campus. A Health and Safety Policy demonstrates how seriously an organization takes its health and safety responsibilities. A good policy will show how the organization protects those who could be affected by its activities. The policy should be of an appropriate length and relevance to the activities and size of the organization.
It is the policy of the School to take all reasonable and practicable steps to safeguard the health, safety and welfare of all employees and students while at work and to protect all other persons against hazards to health and safety arising from the School’s activities.
The School is committed to the maintenance and development of safe and healthy working conditions for its staff, students and visitors while they are on School premises. The Head of School is responsible for all safety matters within the School and assumes

employer’s responsibility for compliance with the University’s Health and Safety Policy. The School Safety Adviser takes a special interest in the promotion of the safety of the School and provides the first level of advice on related matters.
All the possess a large number of official responsibilities, to maintain the health, and safety of its environment in campus; one must give priority to the work environment. It would not be fair just to stick with the legal documentation, but one must bring positive changes in the business that will eventually improve the performance of the employees, academic staffs to students.
It is important to consider health and safety policy, to prevent an individual from getting injured. Health and safety Policy means you need to be vigilant and pay attention at all times. By applying common sense and paying due attention to some simple rules and others will remain safe. Neglected health and safety conditions will only increase chances of illnesses, and accidents within the campus. By avoiding these factors, one may save a lot of money, but it will put the health and safety of the students in danger. Having a good health and safety policy brings profit for the University.
However, a few limitations to be acknowledged. This study limits its coverage on the students of FEU only. However, we decided not to gather information from other Schools or outside the campus.
The purpose of this study is to safeguard all employees, clients, visitors and students from injury and illness inside and outside the campus. And to promote health and safety policy in campus by coordinating in activities, ensuring that planned procedures are implemented and monitoring performance.

I. PROBLEM STATEMENT
May issues remain to be addressed and research and research and information and regarding health and safety policy at present insufficient, and needs to be improved for the benefit of students, employees and visitors.
Health and Safety Policy is the discipline concerned with preserving and protecting human and facility resources. Now day, we are always hearing that the accident cases are happened also inside campus. We aim to provide here inside the campus at least the minimum acceptable degree of protection that must be afforded to every student in relation to the working conditions and dangers of injury, sickness or death that may arise by reason of his or her doings.

<!—[if !supportLists]—>1. <!—[endif]—>Lack of aware of Basic Programmatic elements on Health and Safety Policy inside the campus.
Barriers were noted at three levels: individual, organizational and environment. At the individual level, lack of awareness of basic programmatic elements about health and safety policy in school. At the organizational (agency) level, barriers included lack of: hazard assessments, safety personnel, safety policies and procedures, and evaluation of reduction interventions.

At the home environment level, a general lack of awareness of the factors that could increase the risk of injury or illness in the home health provider were noted. At all levels, language, culture, and a lack of resources, appear to affect risk.

Students appears to lack adequate awareness, knowledge and tools to nurture and evaluate a positive Health & Safety culture in practice.
Many emergency response plans sit on shelves unread. In an emergency, students don’t know where they are or how to use them.
The problems with getting preparedness policies implemented are complex and locally variable. In some cases, there is local resistance to new ideas. In others, there are just not enough hours in the day for them to ensure that policy has turned into plans that can be turned into practice.
3. Lack of First Aid Skills and Medical needs
Schools need to be able to cope with emergencies, and local authorities have a responsibility to help pupils take advantage of any medical or dental inspections arranged by the Department of Health.

Most students with medical needs - whether they are the result of a physical illness, injury or mental health condition - are able to attend school regularly. With some support, they can usually take part in most school activities.
Some students have never been taught first aid in school. First aid is not a compulsory lesson on the curriculum and the report suggests that 17% of teenagers don’t even know how to treat a minor cut, let alone how to treat someone who is unconscious. It was also thought that another problem, the lack of first aid trainers, might be addressed by training medical students to perform this function.
4. University lacks Information and practices about safety policy on students
And Academic Staffs have a poor duty to instruct students.
In all matters, it is necessary to ensure their health and safety while working in University premises, on supervised fieldwork exercises and during University work elsewhere.
The School has to assess the risks associated with laboratory work, security, and activities conducted in courses run by the School. And Negligence or failure to observe safety precautions could result in criminal prosecution of individuals.

Difficulties associated with the application of the right to know and the rights to participate warrant serious attention since these rights are central to the success of the new model for policy and regulation. Their effectiveness is contingent on mechanisms that support collective organization, facilitate the identification and interpretation of critical data, improve access to such data, and place certain data in the public domain as a matter course and that increase corporate accountability

With the increasing volume of safety related regulations, schools need to upgrade their infrastructure on a frequent basis so that they are able to provide their students a safe and healthy environment. A problem faced by schools in this regard is the difficulty in understanding what all the different regulations and guidelines require, which can hinder complete compliance with the law. The essential starting point for the management of any school is to have in place an up to date and comprehensive Health and Safety Manual. This will set out a clear policy and make it easier to understand and follow the legal requirements to ensure you are fulfilling the duty of care to your students.

<!—[if !supportLists]—>3. <!—[endif]—>Student behavior inside and outside of the classroom is an issue that impacts faculty, students, student affairs personnel, and the entire college community.
Any type of violence or disrespectful behavior can disrupt the learning process.
An issue often raised is the effect of fatigue on workplace accident and injury rates.
The concern is that increased fatigue will contribute to accidents. While this concern seems logical, it cannot be supported clearly with evidence. Of the few studies reporting accident rates, some show an increase whereas others found no change in accident rates. It is clear that an accident occurs as part of a process involving a combination of technical, personal, behavioral, environmental and work process factors. The length of the workday, as it relates to worker fatigue levels, is only one factor to consider when looking at what caused an accident.

IV. Recommendations and Benefits
Findings on this research will give knowledge and information about the Health and Safety policy around campus of FEU. The most benefited in this study are the following:
The readers. They can benefit from this study by knowing the certain Proper Management and Prevention of Accidents.
The students. They can broaden their ideas and knowledge on the issue of Health and Safety Policy. In the course of thorough understanding, they shall learn more how to manage and perceive factors as of great importance of stronger commitment to safety and managing risks.
The Professors. They can get information about the significance of Health and Safety Policy in FEU and then present the attribute-based consumer preference models, including methods that will be used in this study for their students to guide them to excellent performance.
The future researchers. They can benefit from the findings of this study as they gain understanding and considered that Health and Safety Policy is one of the most important things to every individual.

Aside from Monitoring, audit and review we want to:
-Establish a building grants program for Community-based organizations, clinics, and worker advocacy groups that work with, or provide services to, immigrants.
This will allow them to provide training and educational materials for students and also serve as an extension of workplace health and safety agencies by reporting possible law violations and injury/illness cases.

include a clearly defined policy, a systematic training program, effective monitoring and reporting of performance and a process for reviewing performance and making improvement
-Hold public hearings around the institute where students and their advocates report on students’ health and safety experiences. This will help raise public awareness on these issues.
-Provide Health and Safety Manual for every students
-All staff in a supervisory position must be familiar with the University Health and Safety Policy, and recognize that they have in this respect responsibility for those whom they supervise.
This means promoting and practicing good working standards, ensuring equipment is maintained in a safe condition, ensuring that instructions are in place and being followed, and reporting and investigating accidents in order to identify and implement remedial measures.
Where students are involved this person is the teaching officer connected with the teaching of undergraduate studies, or the academic supervisor for postgraduate research and teaching.
Problems encountered by the students on the Health and Safety Policy:

No activity in Safety and Health management holds more potential for solving problems, reducing losses, preventing injuries, and transforming an organization from a traditional, reactive one to a progressive, proactive one than incident investigation.
Unfortunately, that potential is lost in many organizations because investigations are conducted in such a way that they actually promote a reactive approach rather than a pro-active preventive approach. When investigations are conducted as finger-pointing, blame-fixing, witch-hunting interrogations, as they all too often are, it sends a message loud and clear to employees that their organization would rather find a scapegoat for that particular incident and be done with it than to take the extra time and effort required to ensure that the incident does not happen again.
Following problems can be resolved:

FEU can add to the health and safety policy to reflect their particular circumstances - so that it covers, for example, what their pupils do in science and P.E lessons.
Also encouraged to use the curriculum to help pupils develop the skills and knowledge to keep them safe. You can help by making sure your child understands why it’s important to follow the rules and listen to the teacher.
Simple situations could just require:
a. an understanding of relevant current
best practice;
b. an awareness of the limitations of one’s
own experience and knowledge and;
c. the willingness and ability to
supplement existing experience and
knowledge, when necessary by
obtaining external help and advice
Safety and Health Orientation
-employees and students must understand the hazards they may be exposed to and how to prevent harm to themselves and others from hazard exposure.
Additional Recommendations for Health and Safety Policy in FEU
Recommendations on Health and Safety Policy of institute of ITHM students of FEU. Its purpose was to define minimum safety standards for all FEU students. People staying in school are entitled to adequate protection and to be informed of the extent of that protection.
Student member were recommended to take all appropriate measures to guarantee the safety standards set out in the Recommendation. This could be done by implementing the appropriate technical guidelines set out in the Recommendation.
In existing safety or security management, the main objectives are to:
- reduce the risk of fire breaking out,
- prevent the spread of flames and smoke, accidents or injuries
- ensure that the occupants can be evacuated safely and
- Enable the emergency services to take action.
The Recommendation spells out the requirements for meeting these objectives. These include available and accessible escape routes, structural stability of the building, the use of non-flammable materials, the safe operation of technical equipment and appliances, alarms, safety instructions and plans of the premises, emergency fire-fighting equipment and most especially is student training.

The Recommendation also specifies that compliance with the minimum recommended safety standards is essential for continued operation and that school must be subject to regular inspection. Addressing health and safety should not be seen as a regulatory burden: it offers significant opportunities. Benefits can include:
- reduced costs;
- reduced risks;
- lower student absence and turnover rates;
- fewer accidents;
- lessened threat of legal action;
- better reputation for corporate responsibility among professors, students and communities;
- increased productivity, because students are healthier, happier and better motivated.

VI. Survey Results
Due to some violent events and unexpected accidents and injuries on college campuses, an assessment of campus safety was conducted. About 100 FEU students completed a survey designed to measure beliefs and attitudes, daily behaviors, personal safety precautions, and cases of victimization. Survey results provided insight into the college community’s perceptions of campus safety, and aided in the formation of strategies used to reduce or eliminate violence and incivility in the college environment. Findings also informed student affairs administrators of further actions needed to resolve conflict on campus, such as the development of policy and programs.
Below are the results that we gathered from the survey process.

The Pie chart Fig. 1.1 shows that 58% of Student’s answer disagree that the Security and health Management demonstrates an interest in Safety and Health Policy in FEU.
